Bella Vista’s First Full Code Refresh in Years Heads to Final Vote

Bella Vista is on the verge of adopting its first full rewrite of the city’s zoning and subdivision codes in decades. At its September 22, 2025 meeting, the City Council will take up the third and final readings of two ordinances: a new Zoning and Development Ordinance and Map (Chapter 109) and a new Subdivision Ordinance (Chapter 107)

Why the update matters

City leaders began this reform effort in mid-2022, aiming to modernize rules that had grown outdated and inconsistent. The work was tied to Bella Vista’s Comprehensive Plan 2040, which emphasizes streamlined development processes, clear standards, and stronger alignment between growth and community priorities.

Consulting firm Freese and Nichols was hired in 2023, and the project has unfolded in four phases: a diagnostic review, drafting, mapping, and now adoption. Along the way, the city held multiple public engagement sessions, from stakeholder interviews and surveys (which collected more than 1,000 comments) to open houses in June 2025 where residents could view draft maps.

Key changes

  • Zoning Code (Chapter 109): Updates zoning categories citywide, with new provisions for tree preservation on septic lots. The accompanying zoning map aligns land uses more closely with current conditions and the city’s growth plan.

  • Subdivision Code (Chapter 107): Establishes clearer subdivision procedures and modern standards, replacing the previous ordinance in full.

Public process and support

The Planning Commission recommended both ordinances after public hearings in July 2025. While the zoning hearing drew a handful of speakers, including residents concerned about tree preservation, the subdivision hearing saw no public opposition. Staff has consistently recommended approval, noting no fiscal impact.

If adopted, the new codes will replace prior zoning maps and subdivision rules, giving Bella Vista a streamlined, modern framework to guide development for years to come. Supporters say the reforms will make the process clearer for residents, builders, and city staff alike while reinforcing the vision of the 2040 plan.
