Rogers water & sewer growth fees bring in $280,600 in July
Rogers Water Utilities (RWU) collected $280,600 in access and impact fees in July 2025, the first month of the FY26 fiscal year. Year-to-date, that puts the utility at 9% of last year’s total and 6% of the FY26 budget for these growth-related charges, according to a memo to the Rogers Water & Sewer Commission.
Six-year trend (totals by fiscal year)
RWU’s combined water + sewer access and impact fees have been volatile with the pace of development, ranging from just over $2.1 million to the mid-$3 millions in recent years:
FY20: $2,674,200
FY21: $3,461,800
FY22: $2,775,100
FY23: $2,143,630
FY24: $3,101,200
FY25: $3,241,280
FY26 YTD (July): $280,600
These figures come from the “Access & Impact Fee Revenue” graphic in the July financial memo.
What this means
Access and impact fees are paid by new connections and growth projects to help cover the cost of adding customers and expanding capacity. July’s collections are an early datapoint, but the six-year history shows RWU typically realizes $2.1–$3.5 million annually from these fees, depending on the development cycle. (See totals above.)
Also from the July financials
Billed revenue (July): Water $1,871,895 (consumption 327.6M gallons), Sewer $1,827,223 (consumption 203.5M gallons).
YTD income: Water $469K (8% of FY26 budgeted income, down 21% YoY); Sewer $606K (9% of FY26 budgeted income, up 1% YoY).
Actuals vs. budget (through 8% of FY): Water revenues/expenses/capital at 8%/9%/5%; Sewer at 8%/8%/2%.
Bottom line
RWU’s new-growth fees started FY26 with $280.6K in July. If development momentum continues, the utility will be tracking how quickly collections close the gap toward last year’s $3.24M total and this year’s budget target.
